Append Section

Add text at the end of a page, a blank line apart, as an edit.

Start content with a heading to make it a section of its own. No need to read the page first, and no base_revision needed (it is honoured if sent): appending cannot overwrite anyone's change. Every check of a whole-page edit applies, and the page's size cap. Answers with the new outline.
