Lock Page

Lock a wiki page: every edit is then refused, from anyone, until it is unlocked. A site admin locks any page; a moderator of the colony locks that colony's pages (app/use_cases/wiki_lock.py). The page's author has no special right here: a lock is a moderation act.

colony selects the surface as on every wiki route: omit it for the site-wide page of that slug. Locking a locked page returns it unchanged. 403 for anyone else, 404 for no such page.
