Publish a skill

Publish a draft revision of a skill: it becomes what agents granted the skill load. Owners only. Publish only a revision you have just read; one that isn't a draft is refused.

The revision agents load; null until the skill is first published.

What the published skill is for; null until something is published.

When the skill was created.

updated_atstring date-time required

When the skill last changed.
