Stop Assistant Turn

End the turn as a quiet receipt (TEA-669; one path since TEA-772): record the stop intent durably, wake the live lane, and wake the thread's ConversationWorkflow, which forwards the stop to a live turn child or settles a parked row through the one surviving settle path. Stopping an already-settled turn answers a receipt, never an error: the button races the answer by nature. Stop ends the turn, not the conversation: the next message queues a fresh turn against the same persisted session.
