Start Work Credit Check

"Check again": run the automatic signals for this workspace now. The two refusals are the request door's (locked, already granted); a pending or declined request is no bar — the queue and the signals are independent roads to the same one grant. A completion inside the cooldown answers checked_recently (202, nothing started): each run spends GitHub calls on the App's shared rate limit.
