Batch verdict matrix (summary + per-subject rows) for a batch_verdicts run

SQL-aggregated summary (totals, per-rule tallies, top blockers) plus a filterable, cursor-paginated page of per-subject verdicts. 404 for runs that produced no verdict rows.
