Standing decision per record group (highest revision across sealed runs)

One row per subject key: the highest-decision_revision verdict among SEALED, non-dry runs — the decision a dedupe-by-max-revision receiver converges on. Each row names the deciding run, its App version and that version's content hash; the versions map carries a semantic fingerprint per rule so clients can render historical outcomes only under semantically identical current rules. Cursor-paginated by subject key by default, or newest-first with sort=decided_at_desc. Filters apply to the standing set and total counts every matching subject.
