Duplicate an app's active version into a new app (spec B3.2 Portability)

Copies content only, through the same create+saveDraft path as POST /v1/apps/import — no grants, keys, or install state carry over. Default slug <slug>-copy (existing slug-collision 409 applies unchanged); default display name <display_name> (copy).
