Approve the version a publish parked on this install (human workspace owner only)

Re-runs the install-time checks against the new manifest, syncs grants and subscription rows, and lifts the pause (§B13.2, ruling C.23). For a hosted app, version may name a stored fetched candidate, which this call activates first; for a pushed app it must equal the version the publish parked.
