Youtube Music Oauth Start

Returns the Google OAuth URL with youtube.readonly + youtube.force-ssl scopes (read playlists, read recently watched). Disabled until YT_MUSIC_ENABLED=1 + YT_MUSIC_CLIENT_ID set on Fly.

Returns JSON with status (not HTTPException) when gated, so Sentry doesn't log every gate-hit as a runtime error.
