Publisher Claim Resend Access

Rescue path for the already-claimed 409: re-send the dashboard magic-link email to the publisher's own contact_email. The token in the path must hash-match raw_json.claimed_token_history on a claimed publisher — a live (unclaimed) token 404s here, because the claim page itself is the right flow while the token is still hot.

Rate-limited to 1/hour per publisher via kv_store — possession of a burned token must not become an email-flood primitive. The email goes only to the address already on file, never to the caller.
