Publisher flips the 'charge agents for my audio' toggle + sets the per-fetch price (USDC, stored as 6-dp micros). Inert until the operator flips X402_AUDIO_RESOURCES on prod. Publisher-token auth so authors self-serve from /publisher/dashboard.
