Mirrors the divergence-index public route: no auth, CDN-cacheable, served from the market_reprice_cards:v1 kv snapshot the worker refreshes.

TAGS-ONLY: the read path projects each card through market_reprice_cards.project_card_public which strips the internal raw odds / numeric move unless the counsel-gated MARKET_REPRICE_CARDS_EXPOSE_RAW_ODDS flag is on — editorial surfaces never see raw odds. Gated on MARKET_REPRICE_CARDS_ENABLED: when the worker is off the route is a no-op returning an empty, warming payload (never a 5xx) so a crawler/CDN hit is cheap and cacheable.
