Publisher Authorization

The Publisher Audio Authorization Agreement text on file.

Public, no auth — the FE authorization modal fetches this so it renders the EXACT bytes an acceptance is recorded against (content_hash ties the two together). Returns the CURRENT version by default; ?version= fetches a historical version (404 if unknown).
