Sentry Webhook

Receive Sentry issue alert payloads and forward to the existing operator Telegram channel with a [storyflo] prefix. Filters out anything below ERROR severity so the alert chat stays signal-only.

Auth: shared secret in ?secret= query param (Sentry doesn't sign its legacy webhook payloads). Returns 200 even on auth-fail so Sentry doesn't endlessly retry — we just no-op.
