Admin Register Direct

Admin-direct create. Skips the self-serve verify-email handshake.

Idempotent on slug: if a row with the same slug already exists, returns it with already_provisioned=True. The caller (admin onboard endpoint in PR C) treats this as "row already there, return the existing snippet."
