List Declassified Facets

Distinct taxonomy values across the published declassified archive.

Powers the filter chip strip + agency dropdown + era dropdown on /declassified. Each facet is returned as (value, count) so the FE can render a hit-count badge next to each chip and order the chips by archive coverage. Excludes NULL — uncategorised rows contribute nothing to the facets.
