Lazy Render Voice Status

Polling counterpart to POST /v1/articles/{slug}/render-voice.

Re-runs the cache pre-check; returns 200 ready when the worker has finished, 202 rendering otherwise. Unauthenticated by design — once a listener has kicked the render off, polling is a read-only cache probe.
