Internal / admin helper for QA + Mason persona prompt construction.

Mirrors :func:app.intake.crypto_tag_detector.is_crypto_relevant — returns {is_crypto, matched_assets}. Cached for 5 minutes so repeated probes on the same article body don't hit the detector hot-path multiple times.

FF-gated. Default-OFF on prod, ON on dev (operator flips KRAKEN_AFFILIATE_ENABLED=1 after the Dub short-link is in the Fly secret store).
