Admin Render Queue Reap

Manually trigger the zombie-job reaper during an incident.

The reaper also runs on every worker tick (rate-limited) and from inside the backlog alarm, but having a curl-able surface means an operator can force a sweep without redeploying the worker or waiting for the next alarm fire. Body: {stale_minutes?: int}. Returns the reaper result dict (reset, stale_threshold_minutes).
