Admin Publishers Discover Feed

Run CMS-aware feed discovery for a publisher and optionally seed an active IntakeSource row when a feed is found.

Lookup uses raw_json.site_url on the Publisher row (matching the wave-2 author seed convention). Returns the full discovery result + a seeded flag + the new intake_source_id when auto_seed kicks in.
