Admin Patch Publisher Vertical

Operator override for vertical classification when the auto-classifier picked the wrong bucket. Pass vertical=null to clear the tag and let the next ingest re-classify. Accepted slugs are the canonical 7 from vertical_classifier.ALL_VERTICALS.
