Admin Publisher Set Paypal

Persist a publisher's PayPal payer id ahead of full Payouts API integration. Default settlement is PYUSD — PayPal converts at payout time if the publisher's account has the PYUSD balance pref. The actual disbursement endpoint will land when paypal_client_id + paypal_client_secret are set on Fly.
