Admin Resend Publisher Welcome

Re-send the welcome packet (HEX + embed + dashboard) to an existing publisher — recovery for a welcome email that failed on approval (e.g. a transient provider error). Idempotent from the operator's side: safe to call repeatedly. Auth: admin token (X-Storyflo-Email-Token).
