The partners roster — paid (plus|pro) publishers UNION pipeline candidates, seeded + synthetic rows excluded. 404 when the flag is OFF (before auth); 401 without a valid admin token.

segment ∈ {pro, plus, pipeline, all} (default all); stage filters to a single OnboardingState; q is a name/slug/email substring match; limit / offset paginate the merged, most-recent-first list.
