Admin Cold Outreach Batch

Operator-triggered cold-outreach drip. Capped at 100 per call.

dry_run=True returns the candidate list with no sends; the operator can preview the batch with /cold-eligible first. slugs narrows to a specific list of publishers (otherwise we sweep eligible publishers ordered by created_at desc).
