Paginated list of publishers who consented (opted in).

Filters:

• vertical — exact match on Publisher.vertical. Omit for all.
• q — case-insensitive substring search over name + contact_email
  • tenant_slug.

Returns publisher rows with monetization-status flags (has_payout_wallet, has_stripe_account) so the operator can spot opted-in publishers who still need to wire up payout. Includes the optional latest article title via a per-row lookup — same per-row-query pattern as the outreach_attempts join in the declined endpoint; fine at 50/200 pagination ceilings.

Sort: opt_in_at DESC (newest claim first).
