Register the operator-curated CURATED_SUBSTACK_SLUGS list as shadow publishers + ACTIVE IntakeSource rows. Idempotent — re-runs pick up new slugs added to the list without duplicating existing rows or re-activating already-active sources beyond what's needed.

Picked over the leaderboard crawl when the priority is quality (high-sub target authors whose audiences overlap Storyflo's listener ICP) rather than breadth (25-per-category coverage).
