Admin Intake Probe Fetcher

Probe the per-publisher fetcher policy chain against a URL.

Body: {"url": "https://www.bloomberg.com/..."}. We attempt the standard fetch first; if it 4xx's we walk the policy chain (AMP → Google AMP cache → Wayback Machine → Googlebot UA → ...) and report which strategy succeeded. Used to diagnose new bot-block surprises without redeploying.
