Record a manual distribution transition — how the operator journals an Apple/Spotify (no submission API) submission made under storyflo's platform account. Marking live triggers the one-time "Your show is live on {Channel}" author email (notified_at is the exactly-once gate). Gated by MANAGED_DISTRIBUTION_ENABLED like every other write in the distribution layer.
