Admin Dashboard Snapshot Shared

Public-by-token read of the dashboard snapshot.

No admin header — the token IS the auth. Looks the token up in kv_store, verifies expires_at > now, and serves the same payload the admin route serves (passed through :func:_redact_for_shared).
