Admin Credits

Per-publisher credits ledger + platform rollup + the gaps.

No Depends(get_db): a short-lived session is opened here and released in the finally before the response shape is built, so no pooled connection is held while the payload is assembled (the canonical pattern from app/routes/publisher_shows.py).
