Admin Circle Platform Wallet

Mint or fetch the Circle platform wallet that funds listener reward disbursements. Idempotent — Circle returns the same wallet on re-call. Operator copies wallet_id into the Fly secret CIRCLE_PLATFORM_WALLET_ID to enable the listener-reward rail.

Top up that wallet with the existing private-alpha USDC balance (sandbox.circle.com → wallets → fund) and rewards start flowing on the next worker tick.
