Admin Rerender All Done

Bulk re-enqueue articles whose latest job is done. Used to backfill after a rendering-pipeline bug (e.g. the silenceremove chop-after-first-pause issue) where every cached WAV was wrong but the DB shows everything as done. Combined with a cache_key version bump (see cache.py _CACHE_VERSION), each re-render bypasses the corrupt cache and writes a fresh WAV.
