Admin Articles Parser Backfill

Re-run the Anthropic Haiku newsletter parser on legacy articles that predate the parser (parsed_json IS NULL) so the new story-page render path lights up retroactively. Returns immediately after spawning the background task — poll /v1/admin/articles/parser-backfill/status for progress.
