Admin Backfill Waveform Peaks

Backfill Article.waveform_peaks for rows rendered before the real-peaks worker shipped. Walks articles with NULL waveform_peaks that have a done RenderJob, fetches the rendered wav via the cache backend, decodes 256 normalized amplitude peaks with ffmpeg, and persists them. dry_run=true (default) reports counts only.
