Admin Backfill Covers

Generate cover images for up to limit articles that don't have one yet. Runs serially with per-article exception isolation so one bad provider call doesn't poison the batch. Returns counts.

Idempotent — articles with cover_image_url already set are skipped. Safe to re-run after a partial failure.
