Open a draft request
Changed onA draft the customer's files upload against until it is sent as a request (POST /hd/desks/{desk_id}/tickets). A draft takes the customer's files for a day: after that no file uploads into it, no request is sent from it, and it is removed. A file uploaded into it that no sent request carries is deleted at its upload's pending_until.
