WCAG 2.2 content-layer MEASUREMENT (task 1288): per-SC pass/fail/not_evaluated per locale, each declaring its method: computed (requirement evaluated) or presence (content merely exists), plus measures (content completeness, computed-criteria counters, coverage). No conformance level and no conformance score: DOM-dependent SC are out_of_scope and never 'pass', and criteria with no key of the required type are not_evaluated, kept in the coverage denominator.
