Mcp Create Code Scan Prop Suggestion

PROPOSE a (component, prop) as translatable — for a pair you are NOT certain about (mcp:*). The LOW-CONFIDENCE path: it surfaces in the console for the human to confirm, and nothing is flagged until they do. For a pair that plainly carries user-facing text, AUTO-ACCEPT instead via POST translatable-props. DEDUP by pair: last-rationale-wins on an active suggestion; a NO-OP on a pair the human has already DISMISSED (a re-proposal must not re-litigate that "no").
