Mcp List Code Scan Exclusions

Finding-exclusion rules (mcp:*, read, 0 credit). MCP twin of GET /v1/projects/{id}/code-scan/exclusions, trimmed to {type, value} — all a scanner needs.

A scan reads these to DROP ignored files/folders/strings from its local report and its counts, matching the console, which masks them by default. Each rule is one of: string (exact literal), file (exact repo-relative POSIX path), or folder (every path under value + '/').
