Mcp Set Duplicate Merge Plan

Save (or clear, when merge_plan is null) a duplicate group's merge plan (canonical + redundant_key_uuids + survivor_outcome) — task 1362. The mcp:* twin of the dashboard Resolve modal so the sonenta-source-health agent can AUTHOR the plan, then apply it (delete_keys_bulk + cluster-applied) and set_status(resolved), all via MCP. Saving a plan sets the group to to_fix.
