Changes to Get the combined Autonomy, Navigation and Vehicle feedback from the Polymath system

the data/polymath_feedback/timestamp_utc response's property type changed from no type to object for status 200

added the optional property data/polymath_feedback/timestamp_utc/nanosec to the response with the 200 status

added the optional property data/polymath_feedback/timestamp_utc/sec to the response with the 200 status

removed TimeStamp from the data/polymath_feedback/timestamp_utc response property allOf list for the response status 200

the timestamp_utc response's property default value {} was removed for the status 200
