Delete profiles

Permanently delete one business profile, after the user confirms: pass the impactHash business_profile_lifecycle_impacts_get answered. Its store profiles are deleted with it, and a store profile on its own is refused (PLACE_PROFILE_FOLLOWS_BRAND). Refused while its work runs or its campaigns block it, and with STALE_WRITE when what it touches changed since that read.
