Archive profiles

Archive up to 100 active business profiles: they leave active views and start no new work, and stay listed under the archived filter, where business_profiles_restore brings them back. A business's store profiles follow it, and a store profile on its own is refused (PLACE_PROFILE_FOLLOWS_BRAND). Refused while a profile has generation work running.
