List a workspace's team skills

Lists the skills one workspace wrote and shared with the whole team, then Patricia's own skills that run in every workspace by default. Paused skills are listed. Each item has skill_id, slug, name, kind, source and state. source is workspace or patricia. kind is instructions for an instruction skill. state is on, paused, or stopped when an emergency stop applies. A skill one person keeps for themselves, and a staff test install, is not listed. No description or instructions text is returned. Returns items and total. The read is recorded against your staff account.
