Requeue or cancel a settled selected-lane notice

Platform-admin only. Reuses the same notice row: rechecks the cause from durable rows, resolves the owner's private DM, and returns the row to pending or cancelled. A delivery_unknown row needs confirm_not_delivered. The call attests that staff revalidated the destination; card provenance is not checked.
