Remember one thing for an operator-selected tenant

Add one workspace-wide memory.

Requires the workspace identifier and content. kind defaults to a fact. Returns the stored memory. Personal information can be redacted before storage. Existing memories remain unchanged.

Refuses storage when semantic memory is unavailable.
