Whether every active Composio account's tool rows carry the running classifier's generation

Reads the classifier generation stamped on every enabled tool row of every ACTIVE Composio account. An account is visited when every row carries the running generation, stale when any row carries another or none, and empty when it has no enabled rows. ok is false while any account is stale; re-running the re-sync is what clears it. Note ok: true with checked: 0 means the scan matched no active account, not that the fleet is verified — the cutover step is visited above zero with none stale. Read-only. Internal admin users only.
