Re-sync every wire-contract publishing account so its tool rows record a wire contract

Queues the one-off fleet sweep that re-syncs every connected account of a provider that publishes a wire contract, so each of its enabled tool rows records the digest of the contract it dispatches. Idempotent and re-runnable: each account commits on its own, so a partial run keeps everything it finished. Poll GET /v1/admin/integrations/wire-contract-digests for the verdict. Internal admin users only.
